pyromania is a thing that exists, here I will outline it a little. see also Fire prevention

The Bep, being a people that live predominantly in large, flammable areas of forest, distinguish several types of Pyromania, both in colloquial and clinical use. They account for scale (e.g. are you happy with a cat or does it need to be a town), intensity (fires, violent explosions, everything inbetween), etc. Various forms of pyromania are found to affect those raised in low-income areas, those with military/criminal backgrounds (esp. early in life), and the exceptionally wealthy disproportionately.
(Generally it's seen as a product of neglect or ideations, so environments providing lacklustre care and those with too much overall social distance/formality are especially affected.)

Raking leaves as fire prevention
Yes, but it's not a prominent practice. They primarily rely on regular flooding to heap up leaves, which are then typically used as fertilizer. The remaining residue is collected or simply dismissed depending on how much you're left with and where you are.
Rate of arson
Depends on where "here" is I suppose, but it's a little higher than what you'd expect of earth in general. Most of its prominence comes from everything being flammable, though, so even if we rip the arson rates straight from some town in murmansk the trouble it causes will be a lot worse.
Culture-bound syndrome
You could call it that, I suppose. More stuff to light on fire means more people wanting to light stuff on fire.
but iddk maybe more flammable stuff makes you more fire safe?
I mean, yeah, there's a raised awareness around handling it too. Their actual arson/fire rates are significantly lower than most irl places; it's their attempt rates that are high.
